City zoning
The city is divided into different areas in particular:

The historic center of Culiacan is the original area of the city, where you will find most of the buildings of the Spanish colonization between the sixteenth and nineteenth centuries, comprising an area of approximately 247,123 ha (2,471 km2) from the 70s onwards, a process of depopulation of the area occurred due to the high cost of rents, the bustle of the streets and main and priority have greater commercial spaces avenues, but in recent years there has been a process repopulation of the same apartment building in midtown and an urban renewal project which aims to have a higher population density.

Las Colonias, which are the first settlements that were populating the perimeter around the original town of people from different social strata in order to have a broad and mostly near the center space; among the best known and largest populations are: Infonavit Humaya, Tierra Blanca, January 6, Stase, Humaya Boards, Almada, Miguel Aleman, Central Sinaloa, Morelos, Palmetto, El Barrio, Aurora, etc.

The Splits meanwhile are lotificados by different construction sites, in which occur in certain sections, the same style of housing, housing lower middle class, middle and upper middle, among the best known are: Conquest, Villas Rio Alto Valle, Los Pinos, Villa Verde, Villa Fontana, etc.

Residential areas are considered strategically built for people with high purchasing power, large, large green areas and in most of cases houses are bounded in private, and found: Chapultepec, Los Alamos, Guadalupe, Lomas Guadalupe, San Miguel Hills, Montebello, La Campina, Las Quintas.

Independent of these areas found one that stands out for its size and level of influence at the state level: the Urban Development Three Rivers, which was initiated in 1990 in order to create a better both commercial, residential and entertainment for the city, while taking advantage of the land adjacent to the Rivers Culiacan, Humaya and Tamazula, besides embellished with greenery and a new boardwalk along the banks.

Spring Urban Development
Created under the concept of a city within a city, spring is an area corresponding to the Partial Urban Development Plan Spring began on December 16, 1998 by Enrique Coppel, in order to give an indirect urban planning and sustainable development City to Culiacan.

In its first stage it has an area of approximately 819.92 hectares (8.2 km2), with a strict access control through a perimeter fence combined with a dam for irrigation (now become lake) and San canal Lorenzo that supplies water.

The initial objective of the project is to create a community based on harmony, security and contact with nature, integrating areas for housing, commerce, church, hotel zone, schools, sports and recreation areas, offices, hospitals, university and industrial park , secured to the time the concept of green city. The importance of having all the aforementioned elements in addition to the basic services that any city needs (water, electricity, drainage, fixed and mobile telephony, gas, cable, internet, garbage collection) is in order to be an independent city , ie have their own identity that differentiates it from the central city (Culiacan).

The problem is defined that as is adjacent to the city, it is impossible for the inhabitants of this small city choose not out of it, since it was found most shops and tourist, cultural, sports and recreational places you also need, therefore, you may consider spring as a satellite city.

It is planned that in the stage of full density shelter to an estimated population of 750,000 inhabitants.

Proposed Culiacan Metropolitan Area
Since 2008, we have studied the possibility that the city grow at a metropolitan level, ie, that its influence on the economic, financial, industrial, cultural span beyond its municipal boundaries aspects, encompassing the neighboring Navolato , with which it maintains a close economic dynamics and also to have belonged to Culiacan until 1982; IMPLAN meanwhile, the institution responsible for urban planning of the city, is working on the original definition of the metropolitan area, although physically Culiacan has not spilled over into the neighboring municipality.

If realized, the new metropolitan area will increase its population to more than 1,000,000 inhabitants that would represent 35.92% of the Sinaloa population; 7,043 km2 along with various urban and rural locations in both cities (Culiacan: Costa Rica, Eldorado, El Diez, Quilá, tamarind, lemon Ramos, Leopoldo Sanchez Celis, Culiacancito, for Navolato are: Navolato, Villa Juarez , La Palma, San Pedro, El Castillo, Altata)

Public consultation is currently the Program Management of Greater Culiacan-Navolato prepared by the IMPLAN, which will be exposed in February to April 2015. This planning tool will be the first of its kind in the State of Sinaloa and the basis for LUP between the two municipalities and institutional foundations of coordination to this important region.

Religion
The city is home to the Diocese of Culiacan, which is owned by the Archdiocese of Hermosillo, which is the state of Sinaloa's largest. It also has a workshop north of the city offering high school education and vocational students who want to become priests. It has a total of 563.767 people considered Catholic, which is a legacy inherited by evangelization and Spanish emigration to this country, they can go to different churches and parishes scattered throughout the city.

In a statement made on 18 March 2013, the Diósesis Culiacan admitted that a deficit of only encompass 189 priests to serve 115 parishes in 13 municipalities, where about 1 million are devoted parishioners.
